Mouse Problem

Hi Guys
Need you guys help. Recently i bought new keyboard and mouse. The problem is that my new mouse behaving weird. I try with both PS/2 and USB connection. 1st problem is that when i start my pc the mouse not works then i need to restart my pc again and then mouse works. The 2nd problem is that the mouse cursor moves frequently even at that time i am not using the mouse at all.
Please advice what to do. I even reinstall the Windows XP again but still no luck.

have you installed the drivers and software for it
