[SOLVED] staggered scrolling on CRT Monitor

I rebuilt a machine with the foll. changes- the motherboard to a Biostar with an AMD sempron 3400+, the HD to a maxtor 160 gb, installed XP pro, however scrolling is awful, where it appears staggered... is this normal for a CRT monitor (ancient samsung) or is there any tweaking that can be done?

Check your refresh rate. Make sure it is set to 60hz

Also, see if it looks normal in safe mode.
