Suprised Dell CRT Monitor - dying?

Hi, first post. I checked the other posts to no avail.
My monitor is : Dell p0151
OS: XP

Problem:
The top of my screen has horizontal bright "flashes" and where it flashes, the screen behind it is black; I loose my picture. It goes about 1/5 of the way down my screen. It does it often when I'm scrolling pages, but it also does it when the screen is just on, and not doing anything. Is it dying? I've had the monitor since 2005. This is a recent problem, maybe two weeks old. Sometimes it's just a thin white flash, but it's usually the big one. Should my monitor be crapping out on me this soon? Warranty was up in March '07.

Tried:
Changing refresh rate from 60 to 85. Screen shrunk to 800x600res, still have the problem. Tried changing the power settings, no dice. Cleaning outside of monitor--sill, but true. It had slight amount of dust, but cleaning did nothing. Rearranging desk--printer is 6 inches away, speakers right beside monitor on either side, tower about a foot away on right. Again, no dice.

Uses:
I use the monitor for general viewing--no gaming, no graphics programs. I use my computer for music listening, data entry and internet access.

What can I do? I tried checking my graphics via the troubleshoot, and it says it can't reach the microsoft site.

check the cable connections from the back of the computer to the monitor are secure
