Need help reformatting this very busted Dell 5100

I have a friends Dell 5100 laptop here, and I'm having a heck of a time reformatting it. The first thing is the CD-rom doesn't work, so I'm trying to use a USB CDrom drive. So I change the bios to boot from a USB storage device, but it won't boot from the USB cd-rom drive. What are my options in getting this to work properly?
