USB 2.0 PCI card

I installed a USB 2.0 PCI card on an old HP Vectra VLi8 running windows XP SP2.
The card was recognized and the drivers installed without any problem, except that when I plug any USB device in one of the card port nothing happens. The device isnt detected.
I tried another PCI slot and the same thing happened.
The OS is fully updated and I even flashed the BIOS.

If anybody has an idea, that would be greatly appreciated.

I'd uninstall the card, then reinstall. If still nothing, try card in another machine. If it doesn't work, card is bad. If it does, then we need to look at some other things on your computer.

I tried the card into 2 other pcs.
One of them was a Vectra VLi8 too and I had the same problem with it.
The other was a more recent computer and the card worked just fine.

I would think it's a problem with the BIOS but the fact that the card is detected and installed properly is puzzling me.
