Power Saving?

I'm working on an e-machine right now that seems to go into suspend either during boot-up or shortly after. I have never seen this before. I made sure that power saving was turned off in windows. I also turned off hibernation. shortly later the screen blanked and the power light turned amber.

sounds like a power supply problem,what is it like in safe mode where it draws less power
