Why is this cheap?

My friend was browsing on newegg, and came across this complete water cooling system.

It seems like a decent cooling system for someone who doesn't really want to overclock very high (or overclock at all). My question is though, I generally don't see water cooling systems for cheaper than 200 if they are any quality, but this one doesn't look that bad.

Is it a piece of junk and I'm just not seeing that, or is it actually decent for the price?

well the few reviews on it arent too bad
if its compatible with your system, go for it.
