High cpu usage

I have recently built a new system and I`m having a problem with unusually high cpu usage. From a fresh install of windows xp, Task manager is reporting cpu usage of 0% at idle but when I install my graphics driver the cpu usage is 65 - 90% the whole time. Any suggestions on why it might be doing this and can anything be done to reduce it?
Thanks in advance

thanks for your reply, the only thing in task manager showing high figures is system idle process which apparantly is normal at 90 - 100, everything else seems to be ok.
if it`s any help,the motherboard is a Gigabyte GA 7N400 L, Cpu - Athlon xp2400+

If the system is 90-100% idle, the I don't see how the cpu could be working at 69-90% since it "idle", or am I missing something here?

Can`t understand that one myself, but the performance of the system is really sluggish so there is something definately hogging the cpu, i`ve tested the cpu in another system using a similar m/board, (GA 7N400 pro 2) and that works fine. could there be a fault with the m/board?

All I can say is that you do a HJT log and post it in the HJT section on this forum.
