computer will not boot

Hi, I'm having the exact same problem... except prior to attempting power up, I had to change like 20 capacitors on the mother board (ax45-v/961 chipset)... the only difference during power up is that it makes a very high pitch sound(like a capacitor charging in a camera) all capaciors were replaced with same value(except temperature rating 105c replaced by 85c) now I'm not certified to do such operations but it doesn't mean I don't know what I'm doing... I'm going to attempt running it "out of the box" as you mentioned

ok, so I tried it out of it's case and the power suply was the high pitch sound issue, it tested good on an other board... my ax45-v won't boot up at all if the 4 pin power is connected to the board, and it boots without it but it doesn't display video or read any drives, but the fan starts up... I'm just troubleshooting from my best judgement and common sense, but I'm at a point where I'm a little lost... I guess my next course of action is trying diferent cpu or different video card, wich I only have th one agp and the other video cards are pci and quite old... is there a better direction I should be pointed to??
