Heat Issues?

Alright.... I built this computer a while ago and have had this problem from the very beginning. After shutting down my computer I have to wait anywhere from 15 minutes to an hour before i can boot it up again. If I try to boot up too early it turns on my LEDs and fans and just sits there. No beeps indicating startup and the monitor stays off. The strange thing is this only happens after a full shutdown. Restart works fine which kind of leads me to suspect my ram but I don't have any spare DDR2 to test with. My question is has anyone seen this before and what was the solution? I have replaced most components in my computer at one point or another so that narrows the problem down to the only things I haven't replaced... The mobo, ram, cpu, and power supply.

Power Supply: Xion 450watt (came with the case)
Video Card: Gigabyte GV-N76G256D-RH Geforce 7600 (AGP 8x)
I can't get into my BIOS at the moment since the computer wont start but I will look when I can.
