This was a used mobo,I have bought it on the Ebay.Is there any way how can I make sure that the mobo is faulty?I dont want to spend money on a new if I don`t have to.

Well you said you've tried another CPU, PSU, Video Card, It dosen't Beep without memory,
You've set it up outside the case that pretty much covers all you can check. I would contact the seller and ask for a refund.

Is very interesting that as well that if I want to reset the BIOS settings(clear CMOS) with changing the JBAT1 jumper settings(open-short) the computer turns on in booth cases.So if the jumper is open the PC turns on and when the jumper is on short I can turn the PC on as well.

Do you mean it posts to the bois screen or that the fans spin?
Do you know for sure if you have a speaker on the motherboard?

No I still can`t access to the bios (still not post to the Bios screen).The problem is the same wich it was,but my previous PC had an MSI motherboard as well and when I have done a faulty set up in the BIOS then I had the reset with the JBAT1 jumper.I had put the jumper on short and when you push the power swich button the computer is not turning on.When I put the jumper back on open and if I turn on the computer is running with the basic Bios settings.But on this mobo(new wich is faulty) in booth cases the PC turns on..

I try everything...

This mobo must have a spaker because when I dont connect the PCI-E power cable to the graphics card it starts to whistle..

Ok the fans can spin up this indicate there is power to some parts of the board but not necessarily that it starts up or turns on.
I think you need to return the board and get another one.
