Can't access Bios: Keyboard won't work pre OS

Hello All,

Im having some trouble with my newly built computer.

I power it up and all the lights and fans spin however my keyboard does not respond and will not allow me to enter the bios.

Ive tried the keyboard as both USB and ps2 and I know the keyboard is working because I tested it on another computer.

Any suggestions?

Test it outside the case, possible mobo standoff short.
