power issue as well as simple not working prob

Hello, I guess i will start with all the speks i have. I had a pc built with a shuttle motherboard, amd1800xp cpu and about 1.5 gigs of ddr ram. Ok about a year ago the pc would some times just not start up. Or would give a blue screen and crash. I have since took everything apart and cleaned and put back togeither. I got it to start up one time but i shut it down and have not gotten it to start up since. I have tried a diff video card. takeing out each stick of ram one and a time. I have even tried switching motherboards. I have in the case a socket a m811 series mobo in. I even tried changeing power supplys to one that works but i bought it and just never have used it. right now what is going on i boot up the pc and I get one of my cdroms lights to come on for a second and that is it. I have a case fan pluged into the cpu fan spot so i know I am still getting power casue it keeps running. But the cd rom door dosnt open. I can fill my hd spinning but I am not getting even a bios screen or nothing. Like the monator is not even hooked up. Almost like I have a ground prob but I am really unsure. I do not have a cpu fan hooked too my cpu right now cause I have switched out the cpu so many times. Just trying diff stuff. Can someone point me into the right direction. Or give me some insight into my prob that would be very helpfull...

just to update. I am trying the bench test method I seen in this fourm with no luck. I wish it was something i am missing. Really i wish their was something out their that you could put a stick of ram in or cpu, or mobo, or power supply that would check to make sure it was working or not. I have another desktop but only thing i would be able to check out in it would prob be power supply. maybe video card since i have a gforce3 and gforce4 i have been using to test with.
