Problem with motherboard

I have a problem wit MSI K8N Neo Socket 939 motherboard. When I plug in a power supply, a PC automatically starts without pressing a power button on the case, and it cannot be shut down by pressing and holding a power button pressed for a while. It gives no sounds even if RAM is removed, it doesn't starts a hard drive nor optical drive. Voltage from a power supply is within a recommended range +- 10%. Can anyone help?

No i didn't mess with case wires and a power supply is Codegen 400W model 300x

definetly try another power supply your existing PSU is avery low budget and low quality

I would look to the thermaltake toughpower 650 watt
