FSB and Processor speed

Does FBS of the motherboard cripple your processors speed? for instance, If your mobo's FSB is only at 1333mhz, Would it make a big difference to buy a 3ghz processor over a 2ghz?

yes the 3.0 ghz cpu would be alot faster than the 2.0 even if they are both on a 1333mhz FSB motherboard
