hit power button and the computer restarts over and over

alright so i upgraded cpu but cpu is am2+ (amd 9850 Phenom) so i needed a am2+ board so i got the M3N-HT Deluxe. this board only uses ddr2 so got new ram (crucial ballistics tracer 800mhz DDR2 dual channel) i wanted to upgrade one thing and it lead to a new computer damn near, now the problem im having is when i boot the pc it shuts off and comes back on much like a reset but its doing it on its on and if left for awhile it will post bios and go to windows, but i know that somthing is wrong so i removed the board from the chasis and removed all other hardware as of right now its on a piece of cardboard with ONLY the cpu and power supply connected. after hours of being jerked around by tech support guys who are not very skilled i had tried numerous things at their request and feel like a dumbass. i went and bought a new power supply cause i got no friends, well maybe one or 2 but none into pc's or know anything about them THATS WHY I NEED THIS COMPUTER WORKING LOL i need my E-friends. alright point being mobo on cardboard 24pin pluged into it 4 pin pluged into it aswell cpu in heatsink on RESULT IS: random restarting until i flip the psu's switch so according to this genius on the tech support hotline i removed the cpu and powered it on and sure enough no problems there the psu fan does stay on and i tried it a few more times so he says its cpu or psu so i go to store and get a new psu knowing if it doesnt work i can bring it back (no friends..) lol so i plug it up same result. went back to frys i paid for a 3yr warrenty might as well use it and exchanged the cpu same **** AGAIN so now its gotta be the motherboard im thinking. but i dont really have a warm and fuzzy about this waterblock that comes with my new chasis i bought (thermaltake kandalf lcs) it mounts on really strange and the screws are like throwing a toothpick into a volcano in comparison with the holes and the thiness of these long screws(basicly the screws are long and thin and there is space between them and the holes) but once tightened the block feels secure also i just got done removing the screws and just holding the block on and powering it up and it resets and then stays on so instead of multiple resets its been consistanly restarting itself once then staying powered on. this has been a horrible week dealing with this thing. so sending this motherboard in is best yes or no....gunna be like almost a month b4 i get it back...pretty much answered my own questions here but i can't stop hoping for a some sort of good easy fix news of sum kind..anyway thx in advance for any suggestions

A couple of thoughts come to mind. First of all, did you use Artic Silver 5 for your thermal paste between your heatsink and CPU. If you did, how much or little did you put on there, because it sounds like overheating or a poor thermal solution. If this were mine, I would first clean off the old thermal paste and put artic silver on there again.

Also, if your CPU is not clamped down tightly (or screwed if that is the case), then you will see the shutdowns, so make sure it is clamped down tightly and one leg is not loose when you fire it up.
