4 gigs of ram but windows only reading 3.3 gigs

according to PCpitstop this is the description it gives;

The System Management BIOS is reporting that there is 4096 MB of RAM, but Windows reports that 3326 MB is available. The most common reason for this discrepancy is that your system uses some system RAM for the video graphics card or BIOS functions. This case is common in highly-integrated PCs with video graphics built into the system board, and does not require any changes on your part.
I never seen a setting in Bios to fix this where 700+ MB of Ram wont be used for onboard graphics when I use PCIE Video card, how do I go about fixing this?

On 32-bit, all four gigs of RAM will not show up on XP. It's simply a large limitation of a 32-bit operating system.

Come join us in the 64-bit realm, I'm currently running with eight gigs. ;)

im running Vista not XP.

I am out to upgrade that to vista 64 bit.
