My System

Intel e6400 duo issues

I have been having some problems with my comp, wondered if anyone can help.
I've been noticing some problems with installing games, both new and old. The installer runs stupidly slow, taking over an hour to install Supreme Commander, for example. I also cant multitask at all, couldnt access the internet whilst installing a game. When installing, I noticed that one of my cores is running at 90%-100%, whilst my second core was running at about 5%. I tried using older games like Half Life 2, and still the second core was no better. The machine is by no means a slow one, and is less than 6 months old.
Im using an intel e6400 allendale core 2.13gb core 2 duo processor, abit ab9 motherboard, gforce 6800 ultra gfx card with nvidia 97.13 drivers, 1gb corsair ddr 800 ram, 550w psu.
I used the same system with a 3.4gb processor instead and it ran fine, so I can only imagine it would be the cpu. I've tried updates for windows, chipset driver updates and disabled processes that were not essential, and there is still no change.

Does anyone have any ideas? Starting to think the CPU is dying. Any help would be appreciated. Thanks in advance

if the 3.4 ran perfectly well, then I would be emailing Intel tech support with your problem sounds like your CPU has only one lung.
