"New" Battery on Dell Inspiron E1705 won't fully charge.

My original battery died so I bought a cheaper version on eBay (probably a bad idea). It came charged at 70% when I installed it and it wouldn't charge past that. I tried discharging it down to about 50% and it won't charge past that. The battery is completely new, only had it for 4 days.

I sent them an e-mail and this is their response (to me it's complete BS):

Regarding your battery, I can explain. This type of battery gets fully charged by a "recycling process" , if you will.
It means you charge, then recharge again several times till it reaches its maximum capacity. If you are getting any specific message on your laptop itself let me know and I can try and guide you through it.

Let me know how it goes.

Same experience when I bought mine off eBay too... from that time on, I only use original/genuine.
