Comm port problem PLEASE HELP!!!

I'm having problems trying to get a plug to run on my acer laptop.

I bought a 1 metre long 2 row 9 pin male > 3 row 15 pin male adaptor plug. I connected it to my laptop (which is a 3 row 15 pin female plug), and it need to go to a 2 row 9 pin female plug (hence the 1 metre long male to male adaptor plug).

My problem is when i try and open the program on the laptop after connecting the adaptor plug, it tells me "The comm port is currently in use, please close all other programs using the port" (it says something like that, i can't remember exactly what the words were).

I tried to search for the comm ports on the laptop through the hardware devices and i could only find the printer comm port.

How do i get the laptop to read or close or change the comm port so the laptop will read the plug and allow me to run my program??

P.s. the 3 row 15 pin male plug on the laptop is a VGA plug i think.

p.s.s. I'm trying to connect the laptop to my car as so i can tune the cars ecu.

I've tried to attach some photo's. I can send more if needed.

hi i found this on techarena by patrick keenan
Go into Control Panel, System, hardware, device manager. Locate and expand
the ports section. Right-click on the port you want to change and choose
Properties. On teh Port Settings tab choose Advanced. In the lower left
is a dropdown where you can change the com port number assignment. CHoose
OK back to the desktop, and the device should now be at that location.

I just tried that and it still tells me 'unable to open comm port, please close all software using the port".
