Dell Inspirion 600 power supply issues.

Before my battery light on my laptop was blinking and i didn't think anything of it but now when i plug in my laptop battery supply it starts to beep and now my computer will not turn on and nothing happens....and before it did that the laptop was barely getting any charge you take it off the power supply and it would only stay on for like 30 minutes....any help would be appreciated.

Test the ac adapter with a volt meter, make sure its putting out the correct voltage and that its constant.
