Clock doesn't recognize DST

I have a DELL Inspiron 6400 the clock of which keeps reverting back to CDT even though right now we're on daylight savings time.
On my DELL PC the time change takes place automatically. How can I do the same on my Laptop?

Right click on the clock, choose change date and time, click the time zone tab, put a check in the box that says Automatically adjust clock for daylight savings time.

but i'd make sure the date and year are correct too.
