Programming support is more a matter of software than hardware. I can say that if you want more programming support you might think about using a variety of Linux on whatever you get since they usually have built-in support for a number of languages. Unfortunately that would nix any possibility of gaming. If you're going to be doing CAD you're going to want a decent CPU and a non-trash graphics card (though not necessarily a high-end-gaming one), so avoid laptops that talk about "Intel 4500 graphics controller" or "Nvidia 7100SE for hi-def graphics" or any of that BS since those can't handle games or CAD at all.

You'll want:
CPU: core 2 duo CPU, ~2.4GHz+
GPU:
--Nvidia: 8600GT and up or 9500GT and up
OR
--ATI: 3850 and up or 4650 and up
RAM: at least 2GB DDR2, more is better
HDD: 300GB+ 7200RPM

OS: Windows XP x32 or Windows Vista/7 x64 or Fedora 11 or similar Linux distro, maybe Ubuntu if you've never used Linux before.
