Dell Inspiron Laptop Won't Start Windows

I have a problem I bet no one has ever encountered. I have an old Dell Insprion laptop (8000 I think) that won't start Windows. My 4 1/2 year old grandson was using this computer and he had great fun opening and closing files, changing colors of graphics, playing any music he could find, and moving files to the desktop. Unfortunately, I suspect he moved one of the System files (Windows or maybe some other system file) to the desktop or somewhere where it can't be used. I should have thought to protect some folders before I let him go exploring. The computer starts and I see the blue Dell startup (not the blue screen of death), then the black screen that lists the operating system you choose to start (Windows ME). If I click on the operating system the blue Dell screen comes on for a few seconds, then it goes back to the black screen that lists the operating system. I don't get any error messages (like missing file). I can press F8 and get all the different restart options (safe mode, etc), but none of those options makes any difference. Anybody got any ideas?

I am not quite sure about Windows ME but given the situation, I suggest you do a repair of Windows if possible. If this is not possible, I suggest you do a clean install.
