Keys on Laptop Not working Properly

Hi I have a problem on a toshiba laptop,

Vista Home Premium 32bit

It has 2 user accounts ones a a standard user and the other an administrator

In the administrator account everything works fine but in the standard account the [2/@] Key appears as the ["] key and the ["] Key appears as the [@] Key.

Any Ideas? I trieds making a new test administrator account but that didnt work, tired un-installing the keyboard from device mananger and restarting but that didnt help. the funny thing is, is it works fine in the administrator account but not the other one
