Dell 600M has no power

I have this laptop in front of me in pieces as I speak. When put together, I have no power, no LEDs lit, just nothing. It has a 38 pin header where the power switch board plugs in. Of course trying to find a pinout for this is a joke. The only pinout you can ever get from Dell is for a PSU..big help. At any rate, I am trying to find something that resembles a start up voltage. The highest voltage I find on the header is 3.21. I don't think that is enough for a start up. I would appreciate any help. I have also seen in several posts where the dc-dc board is an issue.

AC adapter has 19.5V output
Battery is 3/5ths charged.
With laptop dis-assembled I can get about 3.2v tops on the button board header.
When assembled there is no power up, no lights, no anything.

With button board installed I have voltage on vol/up, vol/dn, and mute. I also have 4.9V to power switch, which drops to zero when I press button. I assume this is because the power is going to the button board header.

Forgive the ignorance... how were you able to know how much charge in the battery?

Anyhow, assuming battery has charge and still cannot power on the laptop, you could be looking at a defective power board (if there is one) or as in most laptops it is the motherboard.

I get this impression that you are trying to repair the board... is this correct?

HUSH!!! I don't want to hear the M word. LOL. The battery has LEDs that show charge, 3 of 5 are lit. And yes I am trying to repair this thing.
