dell lattitude laptop not booting up

I recently bought a dell lattitude cpx laptop p3 400mhz/12gb hdd/cd,it has been refurbished and has no operating system.
I have tried loading in a windows 98 disc i have but the laptop won't boot up,it keeps saying that there is no boot sector on the hardware,can anyone point me in the right direction because i'm stuck.

Hi...

Operating systems of the not so distant past like W98 cannot boot from CD. If my remember correctly, I used to have a Startup floppy diskette before I can do any install.
