Evil troubled??????

i recently bought a laptop off of ebay. it is a nice dell laptop and i am happy with it; however there is 1 problem that i cant figure out. it has a filter on it for web browsing. something by 8e6 r3000 enterprises. everytime i try to visit certain sites i get this message about a PALO block. Does anyone know how i can remove this so i can fully enjoy what i have paid for? thank you.

Are you connecting through some sort of server like on a college campus etc.?

This device is normally connected to a server of some sort so you will have no controll over it on that server.
It maybe your ISP that has this on the server:
