Toshiba Laptop shutdown problem.

My grandparents just bought a new Toshiba computer from Best buy, model PSLC0U-01S01F, I think. But it appears that every time they try to shut down the computer, it doesn't totally shut down, because the screen still appears backlit but it's entirely black. Also, it doesn't respond to anything, including hitting the power button. Can you tell me what's wrong/how to fix it?

So how do you totally turn it OFF if SHUTDOWN ends the way you described? What happens when they power ON (does it say Windows is resuming or something)?
