Dell restarts continuously when turned on?

edit: sorry, it's not a dell, it's a sony vaio. x.x

My sister has a sony vaio (pretty new) that's running Windows Vista. When she turns it on, it turns on for a second then turns off, then restarts, and the cycle continues.

We've tried taking the battery out and using only the power source, but it's the same thing.

What's going on? Any tips? thanks :)

Are you able to start in Safe Mode? Tap F8 repeatedly from the time you press the power button.

my sister says she can't; im not with her at the moment so im not sure exactly what she's doing, but it seems that it turns off too soon for her to access safe mode.

Have her boot inot BOS and see how long it stays on

lol, it can't get into BIOS. it turns on for exactly 4 seconds then shuts off. then starts again, then shuts off. The screen is always black because there isn't enough time to load anything. we've tried mashing all the F buttons and nothing has worked.
