hdd setup?

ok folks,I hope you are all doing good.
I'm attempting to replace the 2.5GB hdd to a 20GB hdd. Ok,the hardware a Dell CP M233ST and a Toshiba MK2023GAS 20GB hdd.
Upon startup,it prompts me to strike F1 retry boot or F2 for setup utility.
In the F2 is 4 pages of BIOS,from then on I'm baffled as how to get it going.
Any advice would most appreciated

You have to reinstall the operating system on the hard drive. I hope you have the original windows CD's that came with the computer or have access to somebody else's discs. Once you have them, go into set-up and change the boot order to boot off the optical drive first. Then insert the CD into the optical drive and reboot. If everything goes well, you should have the OS installed on the new hard drive in about half an hour to an hour.
