MX6441 - Charges but wont boot

I have an issue with a Gateway MX6441 laptop. When plugged in, the machine indicates that it is charging (and it is). However, when the power Button is pressed, the machine does not turn on. Instead, the power LEDs flash. They only stay on for about a second before going off. Anything I can do to restore this board? It's the same result when running off the ac adapter or the battery.

Try to reseat or replace the RAM with good working modules for testing only. If symptoms persist, strip down the laptop to just motherboard, RAM, power ON switch (remove everything else (HDD, CD/DVD drive, wifi, keyboard, etc.).
