EEK! Freezing on startup

Well I lost me Job about 9 months ago and thought I would buy a cheap laptop for my daughter xmas present on Ebay. It is an HP COMPAQ NX6110 1.50ghz 40G WiFi DVD/RW Laptop running Windows XP.Unfortunatly the computer is freezing up on the startup,even in safe mode, and every 5-10 seconds and lasting as long as 5 minutes or more. There are also 2 blue lines one on each side from top to bottom. PLEASE help, I really cant afford to put any more money into it. I do have a Nortins anti virus disk but not sure what to do or where to start. I am not too computer literate but broke and willing to do what it takes. Please help

If you can borrow a good/working RAM stick, I suggest you try that first. Replace all the RAM modules installed currently in your laptop.
