According to this http://www.bioscentral.com/beepcodes/phoenixbeep.htm you need to replace CMOS battery.

According to Triggerfinger if you have a Phenoix BIOS (I think you do) you need to look at the CMOS Battery.
I am almost sure you have a Phenoix BIOS. This can be confirmed on the POST. You will see at the top of the screen on POST Your BIOS info.
Do you have a Phenoix BIOS?

well the problem is the screen never shows anything, this question is really the second part of my original question.
I get the power light ,see the hard drive hit(for a few sec) ,the fan takes off then within 5-6secs nothing but the blue light around the power light.

Try removing the Power Adapter and Battery. Press the power button for 30 seconds
Reseat your RAM Modules.
Install the Battery and Power Adapter and reboot
