HP laptop using 100% CPU with power cord

I have an HP Compaq 8510p. No Google results for this problem and couldn't find anything else in this forum (which Google should have picked up anyway).

Took me the longest time to figure out that whenever my power cord is plugged into my laptop, it was taking up 100% of my CPU usage. Laptop is dead slow. Weird thing is, the cord doesn't have to be plugged into the wall, just the laptop.

Obviously this is a hardware issue and I'm going to take advantage of the warranty on my lappy, but I'm more interesting in HOW this is happening. How does a power problem cause my CPU usage to go up? I'm more of a software guy than hardware, so please enlighten me. Thanks.

And if you do know of a possible fix or things I can test to determine the exact cause, I'm all ears.
