Dead HP 4223CL 2ghz centrino

About a year ago, i had the int lockup that so many of these have had, i've nursed it along and put up with it. A few days ago the laptop was working ok, i shut it down, a while later it would not power on. The chargeing light was on , for awhile, then shut off, i assume after the battery fully charged. Not no lights, will not power on. I have removed the system board, found 3 fuses, all are good. I checked the power switch, it is ok. reassembled and still have the same problem. I removed the hard drive, memory, dvd. wireless card, same. Disconnect the cmos battery for about an hour, no help. Tried holding the power button to reset, tried on battery, and ac, nothing. My question is it ok to remov the pu, and apply power to see if at least the lights will come on? I'm pretty sure the system board is bad, i'm trying to think of the best way to troubleshoot, i'm not sure if i have a bare board on my bench, attach the control board, will the lights come on, and can i check voltages with everything off the board? I've read alot about the connection issues, but no posts about where they are. Anyone experienced troubleshooting main boards? Thanks in advance..

I almost forgot something. About a week befor it went dead, i was unable to shut off, withoug holding the power button to force off. When i would try to shut off, it would shut down, and immediately turn back on, and reboot, had to force it off.
