Laptop cannot run ANY programs.

I left my laptop in the hands of my kid brother, and when I get back home, I start up and log on to find that I cannot use any applications other than those set to run on start-up.
I click on the application, but nothing happens even after several minutes. I can use task manager and windows explorer, but I cannot play movie and music files, open microsoft office, or browse the internet.I tried running in safe mode, and still had the same problem. I attempted a virus scan, but guess what? I can't open my antivirus program! I try to use system restore, but guess what? I can't open that application either!I'm seriously out of ways to try and solve this problem right now. Help...please

try a windows restore to earlier date
does the laptop offer a non destructive repair option

What is the make and model of your laptop, how old? Do you have your xp or recovery discs?
