Is it ok to delete all the files in the D drive and... what does the D drive do exactly?

Based on the info you have provided, one would surmise it might be a recovery drive,( contains the Operating system). If it was there when you bought it then that is the most likely scenario. As I said based on the info provided!!!

if it is a recovery partition,if you delete it you will not be able to do a factory reset
you will need a retail windows disk to be able reinstall

Is the retail disk the same as the system recovery dvd I got? it says (installing this disc will return your computer's hard disk drive to its original software configuration. To begin, insert the disc into the optical drive of your computer and follow the on-screen instructions."

no the retail disk and a recovery disk are not the same
a recovery disk recovers the computer in conjunction with the restore partition
between them they contain the specific drivers for that computer
a retail disk contains the op.system and the drivers only that come with op.system

The reason I wanted to delete everything and start new again is because of this video error that keeps popping up and then stuff freezing due to the graphic driver, I have tried to delete it and install a new one and worked for a while but not that good and still have problems then I cleared my pc and restore back to its original condition by using the disc and use the original graphic driver and that dont work so I install the new one I had before again and still having problems.

any error message
check your tempretures and voltages in the bios and post them

blow the dust out of the computer with a can of air
redo the paste on the cpu with some arctic silver
you need to bring the cpu temps down to around the 30c mark

did you install the correct drivers for the video card they are not the normal video card drivers
leave the D partition alone
