Ugh. My Dell 1525 will not boot up at all.

The screen is black and only the power light comes on for a few seconds and shuts off. I have tried everything, removing and switching around the DIMM sticks, removing the hard drive and CD drive. I called Dell the first time and they sent a dispatch with a new motherboard, he replaced it and still nothing. I called Dell support a couple more time for them to send a box to ship my laptop in, in both cases the box never came. I really need a solution.

Try replacing the RAM. Yep, if you have a spare RAM (good and working) use it instead of the ones installed now. You can try without the drives if you want.

What other components in the old mobo that you moved to the new one (i.e. modem, wifi,...)? Try removing them before powering ON.
