Ok I boot up my laptop and see the dell logo and under it is f2 setup and f12 boot.I pick boot and all it says is disk read error. I dont even have a disk in it.I need help fixing it please.The setup is all default I didnt change anything.

Did you change anything in boot order in BIOS settings? I suggest you enter BIOS and see the boot order. Make sure the HDD is not disabled. I say this because even if the CD/DVD drive comes before the HDD in the list/order of boot devices, it will just skip it and go to the next boot device if it cannot find any boot information or media in that device.
My money go to the HDD. I think you have a dead hard drive. I suggest you test this using the HDD maker's diagnostic utility. Post back results of the test.

Diagnostics utility? You mean the drivers and utilities CD?Oh and the disk drive is 3rd to boot.In the BIOS I clicked the HDD and it sayed type [auto],Multi sector transfers : [16 sectors] LBA mode control enabled ,32 bit I/O disabled ,transfermode fpio 4/DMA 2,Ultra DMA mode mode 5.

Try the HDD Diagnostic Tools link on my sig. Most of the HDD brands are there so download the utility for your brand. If your brand of HDD is not on the list, use Hitachi Drive Fitness Test (DFT). You will need another PC with a CD/DVD writer.
Most often these utilities run from the CD/DVD drive. These usually come in ISO formats when you d/load them. Since they are ISO files, you will need Nero or ImgBurn to burn the ISO image into a blank CD. If you are using ImgBurn, just right-click on the ISO file and select 'Burn with ImgBurn'. DO NOT COPY THE ISO FILE DIRECTLY TO THE CD. Use the CD to boot from your laptop CD drive. If you are using Hitachi DFT select QUICK TEST. Post back what you find out.

And even with that, your PC DVD writer still does not recognize the new media then you might consider replacing that DVD drive. But that is another problem that you might want to create a separate thread under Removable Media Drives
