toshiba satellite sa60 external drives not being seen

Hi all,
All the external devices have been working o.k. on my laptop for at least a year,but now when connecting printer, hdd or dvd burner into usb slots they are seen in device manager, no conflicts, latest drivers etc:, but they are not in device management so i cannot get drive letter assigned, also they are not seen in my computer. all devices have been tried on another laptop and are all working o.k.
So far i have uninstalled all devices and usb controllers, rebooted reinstalled no difference,tried various registry cleaners,also removed battery after shutdown in case of residual memory. run chkdsk and everyting is running ok. i am using xp home edition sp2 ,bios v 1.9.
Please help before the laptop becomes a frisbee.

Hi miker1,

Correct me if my understanding is wrong. The main issue here is that the external hard drive is not recognized in diskmgmt (run diskmgmt.msc)?

That is part of the problem, i have 3 usb slots and have a epson printer in 1, freecom classic dvd+- burner in 2 and a maxtor 80g portable in 3, now on boot up, i open up device manager all devices are named and are there, no yellow flags and all are o.k. Open disk management and all that is seen is c:/ drive HDD and d:/ internal disk drive.
Hope i am making this readable, open up MY COMPUTER and only c & d drive icons are there.
Try to use the printer and a "failure in system" flag is raised, i am trying to sort this out with the epson tech site.
Have tried changing devices in usb slots but without any difference. tried each device 1 at a time, nothing.

Hope this all makes sense.
