How do I reload OS on dell Inspiron 1150 laptop?

I am trying to figure out how to reload the OS on Dell Inspiron 1150 Laptop. Please anyone. Symptoms are as follows. The laptop will attempt to boot up and then say
PXE-E61 Media test failure check cable
PXE-MOF: Exiting Broadcom PXE Rom
Error loading Operating system

I have reloaded OS on many PC's and laptops, but I know with Dell there is a sequence you must follow because a tech once helped me on a different machine. If anyone can give me a step by step procedure on how to do this, I will be so grateful. Laptop is running Windows XP. I am able to get into the setup menu (6 pages worth).

If yours is one of the Dells with a restore partition, you can use that to restore the system to the state is was shipped:
