Dell latitude c600 wont boot

Just started a few days ago with it turning off on me for no aparent reason. It would boot up just fine and get back to the desktop. Thought it was something I accidently did or something so I did comp restore to an earlier date and now it go's to start up and shut's down and go's back and forth also the cd rom go's haywire and wont do anything but make noise, I've tried starting it w/out the cd rom cartridge in and make's no difference, Just back and forth from the startup screen. I've tried it in safe mode but it dont get the chance to fully go through startup. it is not a batt power issue as I've had it directly plugged in te wall. If someone can please help me with this I'd appreciate it alot...

ok so i have managed to get it to boot up but it still seems to restart itself, I'm unsure of what to do now i dont wanna mess anything up far worse but would like to know how to find out what the main problem is

run diagnostics on your RAM and hard drive. if they both pass the diagnostics, try repairing Windows.
