How to reinstall windows xp os?

I bought a used IBM laptop on ebay. It was supposed to have a genuine win xp license, it does have the seal--but I'm afraid the man was not as honest as he should have been, it had docking station but both dvd drives are reader only, not burner as advertised, the external hard drive seems to be doa, and apparently the license has been used on another machine, as it does not past the genuine test. It is obviously causing update problems, what is best way to deal with this? My son-in-law says use a recovery disk--but, how do I get one?

I believe you can get a recovery disk from IBM. Call their technical support line and provide them the model and serial number at the bottom of the laptop.
