acer aspire 9500 wont turn on ?

Had my laptop for a couple of years and yes it is out of warranty.The problem im having is it wont turn on ,the advice from an acer technical guy was to get a new power adaptor which i did even though i tested it and had desired voltage (19v) but on his recommendation i did and guess what ? yes, same problem as before but now out of pocket.I'm thinking it might be to do with the battery but am reluctant to buy one in case its nothing to do with it.I have tried to run pc on ac power only with battery taken out but it has no life in it all ,when i do this with the battery connected only it acts like battery is flat and tries to boot up until little battery light at front of lappy for battery comes on,then it dies.When battery is connected and ac power is on same thing happens but i can hear a buzzing noise coming from the power adaptor.
Does anyone have an idea ? Its doing my head in now !!!!!

Hi Clint,

OK let me get what you are saying more clearly...

Your problem is that it shuts OFF every time you power it ON, correct? This is the case even before and after you replaced the AC adapter, am i right?

I want to know if it shuts OFF right after you power ON or a few seconds after that, like after POST, or after logo splash screen?
