Problems with Laptop heat

Power Supply – 9 cell battery
CPU – Intel Dual Core 1.76 GHZ 533 MHZ FSB 2MB Cache
RAM – 2GB Corsair DDR2 SDRAM 240 Pinn
Video Card(s) – Nvidia Go 7600 PCI-Express 256MB Dedicated
Hard Drive(s) – 250 GB 5400 RPM
Operating System - Windows Vista Home Edition

I posted here a while ago about my computer running slow. It ended up being that my computer was on low power, and moving it to high power fixed the problem. ( LINK)

Now, a couple months later, I am having major heat issues. I had it checked for this with my warrenty provider before, and I didn't have my laptop for 3 weeks. They gave it back and said nothing was wrong with it, and that I should buy a cooler. I bought a Targus cooler (http://www.shopping.com/xPO-Targus-T...sk-System-desk) and it was fine for a while. Until recently. Now, I have it on and running properly, and I downloaded speed fan. I checked the temps on it, and both of my processor cores were running at 53C on standby with a cooler after 10 minutes of having my computer on. I turned off all unnecessary programs, and it still ran standby at 50C. My Hard Drive was at 45C and my video card was at 42C. I turned on CS:S and they both ran at 63C. My Hard Drive runs at 52C in game and my video card at 50C. I have checked and all of the fans are working fine. Does anybody have a fix for this issue? It is causing me drops in FPS from 130 constant to 30. It is very hard to play like this.
