HP ze5700 USB question

I just bought an HP Pavilion ze5700 (used) for my brother for Christmas. I knew when I bought it that it wasn't going to be in perfect condition, but I figure I can fix most problems, hence my question.

This comp comes with three USB ports. Two in the back, and one on the right side. The one on the right works fine, but the two in the back are damaged and clearly do not work. They look like they need to be replaced. They appear to be attached as one unit.

Therefore, is this replaceable? I would like to be able to replace this if I can.

Almost always the ports aren't replaceable. What you usually end up doing is getting a PCMCIA or ExpressCard USB controller and using that for USB devices.
