power adapter not the problem

I have a Toshiba Satellite p35-S609 laptop which is about 1 1/2 years old. I recently had it repaired and a new motherboard installed as the USB ports were damaged. I also reformated the hard drive and reinstalled from the factory cd. I am using XP with SP2 OS. The power adapter was replaced with a factory replacement about 6 months ago. The problem I am having is the power adapter will charge the battery if the unit is off but not while it is running. When the unit is powered on, it will only run off of battery power. If I remove the battery and plug it in to the AC it will not power up. The connection is still pretty tight at the plug. Is this a software issue or a problem with the (new) motherboard?

indicates an issue with motherboard though u can try to update the bios first
