Toshiba + Xp = Slow Laptop

Hi guys
Hope someone can help or has come accross something like this before....
a few months back i bought a [2nd user] Tosh 1800 / 400 laptop [ 800mhz, upgraded 512 mb ram [max], 15gb h/d, dvdr ] . It HAD ME on it + the usual Toshiba stuff & extra's [ Win dvd, Microsoft works etc etc. ]
I wanted it a a 2nd machine to use as back up & in travelling situations.
It was wiped, formatted, ram upgraded to 512 max & loaded with my copy of Win xp pro. Upgraded to SP2 & all ugrades hotfixes done. I only installed the basic programmes i needed to use it.
AVG, Netgear wireless, Win patrol, run on start up [ no msgr or other un-need software ] i have & regularly run, ad aware, spybot, defrag, to keep it clean. However its never been fast, particually online opening pages etc, but the real sticky one is the DVDr / CDr. Its always plays cds slightly slowly & dvds stutter with an occasional time lag & are pretty unwatchable.
I use media player 10 for cds & Power dvd to play /watch DVDs.
I've uninstalled / re installed Power dvd software & the DVD/Cd player & the primary & secondary Ide Ata / Atapi controllers & made sure that they run on DMA setting not POI.
I've closed all unnecassary programs down & tried running just the cd/dvd on its own, but its just the same. Slow
I feel that the laptop & XP somehow just dont get along ? [ SP2 ?]
Its possible that theres a fault with my DVD / CDr [ How can i check it ? ]
But even then its still a slow machine for 800mhz & 512ram on normal useage on web etc.
Could it be to do with drivers originally supplied from Toshiba with ME & now its using Windows XP drivers after the install ?
Could it be a conflict with XP / or SP2 ?
Any help / pointers appreciated please
