EEK! Urgent Help Needed

I am having a huge problem.
When I turn on my Dell Inspiron e1505 (6400), one of 2 things happen...

1. Nothing is displayed, the computer loads windows and plays the windows XP chime but the only thing on the display is a series of colors.... white black red green blue, repeating forever

2. Dell logo is displayed, Windows XP load screen shows, then when it should go to the Logon Screen for Windows XP, the series of colors... white black reg green blue repeat forever, changing every 1 second.

I need my computer back and running ASAP for some essential work. Can you PLEASE help me?!?!??

if, in the one of 10 times i start the dell screen appears, i can get it to start in safe mode and it works fine. I am not sure what would cause it...???

if it is starting ok in safe mode then go into msconfig /startup
untick all the boxes
try and restart normally
retick the boxes one at a time and see if it still starts normally
when you tick a box and it will not boot up
go back into safe mode and untick it
note what is causing it and if you don't need it in startup leave it unticked
if you do need it then uninstall and reinstall whatever program is causing the problem

so i got it started in safe mode, "start/run/msconfig-startup" and unselected all items. "you must restart for changes to take effect" so i restarted, and the problem still occurs.

i noticed that when the bluetooth led comes on, the screen does not show anything but the color pattern. i will try to disable the bluetooth in the BIOS. any other ideas? or something i missed?

ran chkdsk /r

checked and said "disk is clean".
twice today it booted fine normally, then when it goes to sleep mode, when i awaken it the colors are flashing. i dont get it...

see if you can borrow a larger wattage quality psu to try in it
